Apparently it’s a tunic. A long tunic. That was mentioned in some issue or other. And I guess it’s like his superhero costume or something. Although Leeja also seems to wear the same black dress with the diamond cut out of the back all the time, too... maybe they are both distant descendants of Jughead?
